It's more about needing limits on night work than the pay issues, and TFL made its last offer too late for the Unions to consult their members on it. Article is a point of view, but seems a fair point.

Without a change of remit for the Low Pay Commission this is effectively a higher National Minimum Wage and not a Living Wage.”
